1. INSTITUTIONAL IDENTITY AND STATUS
The United Igbo Political Congress (UIPC) is a flagship political, civic and leadership affairs programme of the Igbo Think-Home Development Initiative (Igbo Economic Initiative). It provides a nonpartisan platform for political consultation, civic participation, policy dialogue and advocacy for Ndigbo and Alaigbo.
UIPC welcomes stakeholders across parties and professions, guided by neutrality, inclusiveness and mutual respect. It shall not operate as a party political wing, campaign organisation or electoral instrument for any party, candidate or officeholder.
UIPC operates within its host institution’s registered objects and approved governance, subject to Nigerian law; it is not separately incorporated.
2. VISION AND MISSION
Vision: To advance Igbo unity, responsible leadership, democratic participation and sustainable development.
Mission: To unite stakeholders across party lines, encourage ethical leadership and develop constructive policy ideas for Ndigbo and Nigeria.
3. CORE OBJECTIVES
UIPC shall seek to:
1. Promote unity among Igbo stakeholders irrespective of political affiliation.
2. Encourage ethical leadership, transparency, accountability and responsible public service.
3. Advance constitutional governance, democratic values, peaceful participation and respect for differing opinions.
4. Promote policy dialogue on representation, infrastructure, employment, enterprise and community welfare.
5. Encourage engagement among political, traditional, professional and community leaders.
6. Promote participation by women, young people, emerging leaders and the Igbo diaspora.
7. Connect civic dialogue with the host institution’s development philosophy.
8. Support lawful, inclusive and development-oriented initiatives for Alaigbo and Nigeria.
4. NONPARTISAN PRINCIPLES
UIPC shall maintain institutional neutrality towards political parties and candidates. It shall not endorse, sponsor or campaign for any party or candidate in its institutional capacity, or use its name, platform, resources or structures to advance partisan electoral interests.
Participation shall not depend on party membership, political loyalty or ideological conformity. Stakeholders shall be treated fairly under approved procedures.
UIPC may examine policies, governance and representation objectively, pursuing constructive, issue-based solutions rather than partisan propaganda or personal attacks.
Participants retain their lawful individual political rights and affiliations. Personal opinions or activities must not be presented as official UIPC positions without authorisation. Official statements shall reflect approved decisions and the platform’s nonpartisan mandate. UIPC’s role is to convene dialogue, assess ideas fairly and encourage solutions, not dictate how individuals vote or which lawful party they support.

Subject to approval by the host institution, UIPC may operate through a National Executive Council, State Executive Committees, Local Government Executive Committees and Ward Committees.
Appointments, delegated responsibilities, finances and reporting shall follow approved guidelines. Structures and resources must not be used for unauthorised purposes or partisan interests. Expressions of interest do not automatically confer membership or leadership authority.
7. LEGAL STATUS AND ACCOUNTABILITY

Contracts, financial commitments and other binding transactions shall be undertaken only by authorised persons or organs of the host institution, in accordance with approved procedures and applicable law.
